I think that one should start with the fact that the tabernacle was constructed “according to the pattern” which God showed Moses:

“And let them construct a sanctuary for Me, that I may dwell among them. 9 “According to all that I am going to show you, as the pattern of the tabernacle and the pattern of all its furniture, just so you shall construct it (Exodus 25:8-9; see Numbers 8:4; Acts 7:44).

The “true pattern” was a heavenly pattern:

3 For every high priest is appointed to offer both gifts and sacrifices; hence it is necessary that this high priest also have something to offer. 4 Now if He were on earth, He would not be a priest at all, since there are those who offer the gifts according to the Law; 5 who serve a copy and shadow of the heavenly things, just as Moses was warned by God when he was about to erect the tabernacle; for, “See,” He says, “that you make all things according to the pattern which was shown you on the mountain” (Hebrews 8:3-5).

Also, one gets the impression from Daniel chapter 10 that there is a heavenly counterpart to what takes place on earth.

Getting to “the land” in Ezekiel 48:14, I think we must view this text in the light of Revelation 22. Compare what we read in Ezekiel 47:7-12 with Revelation 21:7—22:

Now when I had returned, behold, on the bank of the river there were very many trees on the one side and on the other. 8 Then he said to me, “These waters go out toward the eastern region and go down into the Arabah; then they go toward the sea, being made to flow into the sea, and the waters of the sea become fresh. 9 “And it will come about that every living creature which swarms in every place where the river goes, will live. And there will be very many fish, for these waters go there, and the others become fresh; so everything will live where the river goes. 10 “And it will come about that fishermen will stand beside it; from Engedi to Eneglaim there will be a place for the spreading of nets. Their fish will be according to their kinds, like the fish of the Great Sea, very many. 11 “But its swamps and marshes will not become fresh; they will be left for salt. 12 “And by the river on its bank, on one side and on the other, will grow all kinds of trees for food. Their leaves will not wither, and their fruit will not fail. They will bear every month because their water flows from the sanctuary, and their fruit will be for food and their leaves for healing” (Ezekiel 47:7-12).

10 And he carried me away in the Spirit to a great and high mountain, and showed me the holy city, Jerusalem, coming down out of heaven from God, 11 having the glory of God. Her brilliance was like a very costly stone, as a stone of crystal-clear jasper. 12 It had a great and high wall, with twelve gates, and at the gates twelve angels; and names were written on them, which are those of the twelve tribes of the sons of Israel. 13 There were three gates on the east and three gates on the north and three gates on the south and three gates on the west. 14 And the wall of the city had twelve foundation stones, and on them were the twelve names of the twelve apostles of the Lamb. 15 And the one who spoke with me had a gold measuring rod to measure the city, and its gates and its wall. 16 And the city is laid out as a square, and its length is as great as the width; and he measured the city with the rod, fifteen hundred miles; its length and width and height are equal. 17 And he measured its wall, seventy-two yards, according to human measurements, which are also angelic measurements. 18 And the material of the wall was jasper; and the city was pure gold, like clear glass. 19 The foundation stones of the city wall were adorned with every kind of precious stone. The first foundation stone was jasper; the second, sapphire; the third, chalcedony; the fourth, emerald; 20 the fifth, sardonyx; the sixth, sardius; the seventh, chrysolite; the eighth, beryl; the ninth, topaz; the tenth, chrysoprase; the eleventh, jacinth; the twelfth, amethyst. 21 And the twelve gates were twelve pearls; each one of the gates was a single pearl. And the street of the city was pure gold, like transparent glass. 22 And I saw no temple in it, for the Lord God, the Almighty, and the Lamb, are its temple. 23 And the city has no need of the sun or of the moon to shine upon it, for the glory of God has illumined it, and its lamp is the Lamb. 24 And the nations shall walk by its light, and the kings of the earth shall bring their glory into it. 25 And in the daytime (for there shall be no night there) its gates shall never be closed; 26 and they shall bring the glory and the honor of the nations into it; 27 and nothing unclean and no one who practices abomination and lying, shall ever come into it, but only those whose names are written in the Lamb’s book of life.

1 And he showed me a river of the water of life, clear as crystal, coming from the throne of God and of the Lamb, 2 in the middle of its street. And on either side of the river was the tree of life, bearing twelve kinds of fruit, yielding its fruit every month; and the leaves of the tree were for the healing of the nations. 3 And there shall no longer be any curse; and the throne of God and of the Lamb shall be in it, and His bond-servants shall serve Him; 4 and they shall see His face, and His name shall be on their foreheads. 5 And there shall no longer be any night; and they shall not have need of the light of a lamp nor the light of the sun, because the Lord God shall illumine them; and they shall reign forever and ever (Revelation 21:10-22:5).

Ezekiel the prophet foretold the downfall of Jerusalem, and the Babylonian captivity of the Jews. He also foretold the release and return of the Jews to the Promised Land. This being the case, I believe that the description of the “Land” in Ezekiel is literal, but also (like the tabernacle in the Old Testament) it foreshadows the “New Jerusalem” and the heavenly kingdom which will come to earth in the end. This is entirely consistent with the faith of the Old Testament saints, who looked forward to the future heavenly city:

13 All these died in faith, without receiving the promises, but having seen them and having welcomed them from a distance, and having confessed that they were strangers and exiles on the earth. 14 For those who say such things make it clear that they are seeking a country of their own. 15 And indeed if they had been thinking of that country from which they went out, they would have had opportunity to return. 16 But as it is, they desire a better country, that is a heavenly one. Therefore God is not ashamed to be called their God; for He has prepared a city for them (Hebrews 11:13-16).

The instruction in Ezekiel 48:14 (not to sell or exchange any of the land) seems to clearly speak of the “literal” land to which God will restore His people. But when we read Revelation 21 and 22 we can see that it also foreshadows the “heavenly” land which is yet to come.
